NUEVO LAREDO, Mexico (AP) A rain-packed tropical depression is headed out of the Gulf toward the Texas-Mexico border region.

Police in Laredo were evacuating people in low-lying areas as the rain-swollen Rio Grande rose to more than 25 feet above flood stage.

Tens of thousands of people already had been forced from their homes in Mexican towns as officials dumped torrents of water into flood-swollen rivers to avoid the risk of dams overflowing out of control due to last week’s Hurricane Alex.

ARLINGTON (WBAP) – A Lake Cities firefighter fell nearly 30 feet from the second deck at Rangers Ballpark in Arlington while trying to catch a foul ball at Tuesday night’s Rangers game.

Tyler Morris was with some of his fellow firefighters enjoying the game on the club level in the park’s upper deck.  They had just finished their shift.

“It was the third time that a foul ball had come toward them,” says Ben Westcott, a fried of Morris. “This one hit behind them and bounced forward. I guess he wasn’t paying attention and he was going to get that ball one way or another.”

Westcott says Morris remembers going over the rail and trying to grab it, but he does not remember anything more.

“He thought he was going to catch the ball,” said Rangers president and Hall of Fame pitcher Nolan Ryan.  “Then the next thing he knew, he was falling.”

WASHINGTON  – The cost of a first class stamp will probably rise from 44 cents to 46 cents early next year.   The Postal Regulatory Commission (PRC) must approve the rate increases.  The new rates could take effect on January 2, 2011.

One can save money, however, by stocking up on Forever Stamps now.  You can use those forever – hence the name.

The proposed rate changes are expected to generate about $2.3 billion in additional revenue over a nine month period.  However, it’s not nearly enough to offset the Postal Service’s projected budget deficit of nearly $7 billion.

Among other proposals is the elimination of Saturday mail delivery.  Congress would have to approve this action.
